The Mod Podge gap between "dry" and "cured" is the one that catches people. Plaid says to limit heavy handling and keep water off it during the roughly four-week cure, so a puzzle that feels dry can be framed, but shouldn't be leaned against, stacked or wiped for a few weeks.
The glue-and-frame routine, in seven steps

Same piece count, different puzzle. The smaller puzzle would rattle in a frame sized for the larger one, and a mat cut for one won't sit right on the other. That's why step 7 says measure the puzzle.
